Sheffield Wednesday Confronts Major Issues, States Football Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties represent a a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in similar circumstances, the newly appointed chairman the regulator has declared.

In a wide-ranging interview, the chairman, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporters' associations associated with the South Yorkshire club in recent days.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in the autumn.

"Evidently Wednesday represents a significant problem for EFL and a major challenge for the sport," the chairman stated.

"The club represents one of the iconic names for English football and this week we have met fan representatives.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in spring months caused limitations by the league officials in June, blocking the team from conducting any player acquisitions for the following recruitment periods, although the ban was rescinded in late summer.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has represented their community in many cases.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Questioned about whether the regulator could force an chairman to relinquish a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an individual club, an individual owner, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the owner's facing," the chairman stated.

"But the truth is, when you review the record of the sport, over the recent generations there have been certain proprietors, few in number, but particular people who have shown negligence in the manner they have operated their clubs and ultimately decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the authority recently and insisted it was a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources coming into football and has been invested for the past two decades, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I completely endorse the achievement and development as an economic entity of the Premier League.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "full inquiry" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The official donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
